Sometimes this error occurs together with 08-00000001, if the Client is configured for Stand-Alone-Mode but has not been set to "Offline"

Potential Solutions:

Set the Client to offline: To achieve that, find the Network key, then verify following values:

• AllowDisconnectedOperations: 1 (True)
• LimitDisconnectedOperations: 0 (False)
• Online: 0 (False)
