App-V Error 04-0000040F

Event:

On a Citrix XenApp/Presentation Server, an application can only be launched once.

Error Message / Sympthoms:

"An unexpected error occurred. Please report the following error code to your System Administrator."

A running virtualized application can not be launched again(a second time within a certain timeframe (about 10 minutes).

Potential Causes:

Citrix XenApp/Presentation Server CPU Managagement may prevent an App-V core process to launch the applikcation a second time.

Potential Solutions:

Create an exception to exclude SFTLIST.EXE as described here http://support.citrix.com/article/ctx113486 (for another software)
Do not use Citrix CPU Management at all (not recommended).
Modify the account and or amount of throtteling: HKEY_LOCAL_MACHINE\SOFTWARE\Citrix\CTXCPU. A Value of 20000 equals 20%
